I noticed on my truck while I was changing the oil, that I need to replace the Tie rod ends. When I go to oreillyauto, and look up tie rod ends. I notice it says inner and outer. Does it mean one is for the left side and one is for the right side?

No it means the inner tie rod end and the outer tie rod end. If it meant left and right they would be called left and right.
You have an inner one and outer one. The inner one connects the steering rack to the outer one which is connected to the knuckle.
