it should (tie rod end) have come with a grease fitting.once assembled install the fitting and ad grease with a grease gun.

depend for when you took it out you counted how many turn, and fit it back to the same turns, and no you don't need to grease it as the grease should be under sealed boot.
as I am confused with your question are we talking about the threat of the tie rod or the actual joint ?
Whenever you're modifying a moving joint use a lubricant. Not only does it help it move but it also minimises rust.
