I have an 1989 buick century and at 70 mph plus the front end vibrates and shakes really bad. why?

ive checked tie rods, ball joints, changed tires around and no change. i know the struts are worn out and the tires are wearing out on the inside. it doesnt vibrate at any speed but 70 and over. i keep being told its either a wheel assembly or struts. dont have alot of money to throw into it and i keep up with the car when i can. its got over 250,000 miles on it. any help would be greatly thanked

Could be bad engine mounts and out of balanced tires.

It's the rubber bushes on the back of the lower track control arms. Do you get a knocking as well?
bad struts alone can do that. if you have bad struts then you can get wheel hop. when you had it jacked up did you shake the tires to see if there was any movement in the wheel bearings ?
bad struts or bushings on control arms
